My name is Bill Wrighter. I help insolvent states (those like North Carolina that spend more money than they have) find ways to balance their budgets. I have no party affiliation. I am not a lobbyist. Secretive state committees seek me out, for the ruthlessness of my nature. My team (The Coastal Coalition Association, [CCA]) and I spent many weeks and thousands of man hours to come up with a plan for North Carolina to move some money around.
At once we recommended the construction of a state sponsored fishing pier, but were told that was already done. In the past my team (CCA) has had success eliminating highly regulated state industries. In NC's case it drew us straight to the commercial fishing industry, since the people living west of the coastal counties cared very little about culture or heritage or an honest days work. The CCA found out that these state and federally regulated small fishing businesses spent long hours working and had very little time to defend themselves against the onslaught of their way of life. The essence of the final endorsement made by myself and the CCA to the NC state legislature is found in HB353 GAME FISH STATUS. The main theme is to put highly regulated, hard working, tax paying citizens out of business, so that people from west of the coastal counties with extra time on their hands can recreate.
The bill does allow a form welfare for a year or two (against my better judgment), which we hope will appease the commercial man. This method has been affective at destroying communities in Texas, Louisiana, Mississippi, Alabama and Florida, my team (CCA) and I are compensated and exit before these states realize the true damage done. So, NC enjoy your limited access to fresh NC seafood; you better go to your favorite restaurant before the bill passes.

Bill, Bill, Bill, did the state really need to pay you and your company to find ways to decrease revenue and increase unemployment. I think you are just trying to teach us a lesson, killing fish for fun (and not counting them) is much more important than an accountably regulated, sustainably harvested resource available to ALL CITIZENS. I can hear the new Raleigh mantra now, "ALL FOR THE FEW, MINE, MINE, MINE".
