Same ole pointless rhetoric of save the fish now so they can be caught by someone else two weeks later, while the balance lies in waste rotting on the bottom.
These uncontrolable enviromental conditions have occurred since time was time and will continue to occur reguardless and irrespective of rule or law there may be, and speckled trout are still here.
