"NARRAGANSETT — A trial program establishing the first groundfish sector in Rhode Island was authorized by state Department of Environmental Management Director W. Michael Sullivan late last month.
If successful, it could lead to a transformation of the state fishery management structure.
The Jan. 25 decision sets the stage for a group of eight fishermen to fish for fluke off the Rhode Island coast free of daily catch limits, quotas and days-at-sea restrictions. In exchange for such freedom, the fishermen, who have been working with the R.I. Marine Fishery Council for more than two years on the proposal, will agree to close monitoring of their fishing activities and a yet-to-be determined annual quota."
