The downside of the fish stock market

"Fishery managers would do well to follow the direction of Congress and heed the advise of the General Accounting Office, which found "[S]everal methods are available for protecting the viability of fishing communities ... . The easiest and most direct way is to allow communities to hold harvesting quota and decide how this quota is to be used." This is far preferable to the cannibalism of the individual catch-share systems."
